Keeping people working – Workshare act of 2010

My focus this session has been to protect jobs.  That’s why I’m running the Work Share Act of 2010. This bill is going to save jobs.  The Colorado Workshare Program is a voluntary program that would give businesses an alternative to laying off employees by allowing them to reduce the overall work hours of all employees.  Under the bill, employees share the remaining work while receiving unemployment compensation benefits for the reduced work hours.  The bill would save the state money.  Rather than paying out full unemployment benefits for 26 weeks, the state would pay out proportional partial unemployment benefits to those employees who had their work hours cut for 18 weeks.  Employers would have to certify to the state that they were going to lay off employees, and they rather chose to cut back on all workers’ hours proportionally.  Businesses would have cost savings and wouldn’t have to retrain new workers after a temporary lay off.  Employees would keep their jobs, and lost wages would be replaced by unemployment dollars. This is a jobs bill that is critical for the economic future of this state to ensure job security.  This bill will save jobs in Colorado and I am excited to sponsor it.  Similar programs have been successful in 17 other states, saving money in every state where the program exists.  See a recent NBC program about these programs nationally.

    Please take your workshare and shove it in a very uncomfortable anatomical location. The Pueblo Chieftain published an article that, if I read it correctly, makes workshare mandatory. I am sure that the employers will be required to pay more in unemployment or “underemployment” taxes. Today’s workers do not understand that an eight to five means being at your work station at eight and five respectively, not pulling in to or leaving the parking lot at these times. People are not owed jobs. I would ather see everyone working. But a job is earned, not owed. I look foward to voting all Socialist-Democrats out of office and putting you in the unemployment lines.

    Dusty, you are misinformed. Workshare is completely optional by each employer. In fact, workshare will cut the cost of unemployment for businesses because it lasts for 18 weeks instead of 26 weeks. The unemployment insurance costs for a business are related to how much unemployment is paid out for employees of the business. Because the employer controls the duration of the UI benefits, employees go back to full-time status sooner than if they were were unemployed, and could stay on for the full 26 weeks. This also tends to keep the number of weeks of unemployment down because employers have every incentive to reduce workers time on unemployment. In other states workshare has saved millions of dollars. In 2009, the State of Washington indicated they saved their unemployment insurance trust fund $54 million by using workwhare. In a 2010, Missiouri estimates they will save an additional $28 million to their trust fund by expanding workshare from 26 weeks to 52 weeks.
